morning. we start with temperatures in the 50s at 8:00 a.m., forecasting them to be around 56 in oakland and 53 in santa rosa. at noon the warm upstarts. most of us reaching the 70s. the city will be at 87. at 4:00, a bit breezy and that's the sea breeze for the inland areas. coming up, a hot weekend forecast. possibly seeing triple-digit temperatures. >> getting warm out there. new this morning, it's a tense morning for families forced out by a new gas leak. this comes on the two-week anniversary of the san bruno explosion. christie smith is live in orinda with what's going on out there this morning. christie? >> good morning. i have new information for you. i just got off the phone with the city manager who is on scene and told me that pg&e capped the gas leak. natural gas is not leaking anymore in the downtown area.

it's still not a clear scene. here's what we know. it was about 11:15 last night and an outside contractor was work on a paving project near mo raga way and a back hoe hit a gas line. there were reports that this was a six-inch gas line and neighbors in about a dozen homes were evacuated, but it was actually a two-inch gas line. people were allowed back home quickly. for now, near mo raga way downtown, it is capped, but the area is impacted because she told me there large holes in the ground from where they have been digging. it's best to avoid it if you can. they are wokking on trying to get flaggers down there and people who can direct traffic. christie smith, today in the bay. >> thanks a lot. a meeting could tomorrow if

pg&e is allowed to pass the cost of the san bruno explosion on to customers in the form of rate hikes. the utilities say customers should pay what's not covered by insurance. in the meantime, live in san bruno, people are wondering what's actually in the debris. good morning, bob. >> reporter: you can imagine the kind of hazardous materials that would be at the neighborhood on the site here where the explosion took place a couple of weeks ago. homes that have cans of paint and car batteries and obvious in older homes. in a couple of hours, the state will dump demolition of what's left of the homes and 37 homes that were destroyed here. they will start hauling debris off to the landfill. there is a sense of urgency to get the job done sooner rather than later. one for the people who live here to get the land back. we are also coming up on the

rainy season from the site into the bay. that would be a concern when it comes to ash. also what will be coming up into the area with the back hoes. earlier this week, workers were spraying down the area to settle any dust. the county estimate this is job will take three to four weeks and the priority today is to remove a lot of burned out cars for the heavy clean up. this was state department of resources and recovery to manage the clean up and that cost to be reimbursed. no one is obligated to join in the clean up effort. they can have it done, but everyone has signed up with the exception of six or seven homeowners. live in san bruno, today in the bay. >> a lot of valid concerns. >> united nations opens the 65th

eight from oakland, san jose, and hayward. 40-year-old timothy white from tracy provided most of the cocaine in traffic from california to pennsylvania. a neighbor said that white always seemed nice, but thought there was something suspicious too. >> your ideal neighbor. there was always new cars. expensive stuff. >> notice the neighbor also said he remembers seeing another man, ruben mitchell of stockton in the neighborhood. mitchell is accused of losing 41 pounds of cocaine on a southwest airlines flight bound for pittsburgh. investigators say he filed a lost baggage claim. how did the traffickers move through airport security undetected. they flew carry on and sometimes bypassed security. most of the 22 accused of participating in the ring face life sentences. >> a warning for parents.

walnut creek police are looking for two men who tried to lure a boy into their car. the 13-year-old was walking at the shopping center tuesday afternoon when two men in a dark blue chevy suv pulled up next to him. the driver leaned out and said to the boy's mom, sent them to pick them up. he did get a good look at the men. they are described as white males in their 30s to 40s and one was bald with green eyes and a goatee. he was heavy set. >> the giants and padres are back on the nl west see saw. the jin his a rough one against the cubs and struck out 10 times and could not muster a single run. the padres took advantage and played the dodgers in l.a. the padres win this one, 3-1. they now move ahead of the giants bia half game. it looks more and more like this could come down to the final week of the season too.

good thursday morning and life outside at the bay bridge. predicted highs for the bay area, san francisco 68 degrees and oakland. san jose not too bad at 80 degrees. summer making a come back. how hot and where? major provisions of the new health care law kick in today. president obama is singing its praises, but republicans pledge to get rid of that new law. the new bill if they win the majority in november. director of the office of consumer information and insurance oversight joins me live to explain a little bit about what's new starting today. good morning and thanks for coming. >> good morning. how are you? >> good. some of the main selling points

of coverage, no more preexisting conditions and adult children can stay on their parents's plan longer. tell us about those. >> until today, kids could be thrown off their parents's policy when is they graduate friday college before they were 26. now they can stay on their parents's policies until they are 26. before today, insurance could cancel people when they got sick based on a technicality and an innocent mistake in their application. that's no longer the case. it used to be the case that there were lifetime limits on policies. if someone got really sick after a certain amount, the insurance company could cut you off. that's not the case anymore. also it used to be the case that kids with preexisting conditions could be declined by insurance companies. today kids with preexisting conditions and kids until age 19 must be taken by insurance companies. the bill really makes very

significant improvements. >> a couple things. we will start with the republicans. most of them don't support the plan and say copays will go up significantly. do you think that's going to happen? >> no. i'm not a politician, but when i hear talk about repealing the bill, what that means is that people would say insurance companies should be able to cancel people based on a technicality and kids with preexisting conditions shouldn't be able to get insurance and kids shouldn't be able to stay on parents's policies until they are 26 and insurance companies should be able to have lifetime limits on policies. i don't think that's anything that people want. i think these reforms in the bill are something that will have great popular support. >> i'm saying on the flip side, some are saying if my deductible is going up and copay is going

up, that's more out of my pocket and i have concerns about that. we have new reports that anthem blue cross and aetna may drop child only coverage. they will say if that's the way it will be, we will cut the plans completely out. what about those? >> no insurance company is dropping child only coverage. they are continuing all their coverage that is in force. they talked about not writing new business in the future, but that's an issue in which with respect to what we are talking to the industry and we are hopeful to work something out on the issue. >> they will work through it and i'm sure the fight is not over as both prommed. we appreciate your perspective. give us insight on what's changing effective today. new this morning, the u.s. confirms that all nine troops killed in the helicopter crash in afghanistan are americans. the crash happened on tuesday. four of the soldiers killed were

with the navy special forces. three of them were navy s.e.a.l.s. the rest were soldiers from ft. campbell, kentucky. an investigation continues. police are trying to find the bandit accused of posing as a cop and stealing cash from women. a woman was walking past mcdonald's on 14th street near 148th avenue when the fake cop pulled up and had an suv with flashes lights and yelled for her to freeze. it happened during rush hour and the suspect rifled through her wallet and stole $200 before taking off. police say that robber who is pose as pose as cops make it tougher for the good guys. if you are a person who gets stopped and you have questions, look for badges and check for name tags and you can ask for identification. san jose mayor chuck reed will talk about the pension system. he is going to talk to an

independent commission studying the long-term impact of the system. if they find something that concerns them, the commission could recommend future changes. public employees retirement costs are one of the biggest costs to state and local governments and have been on the rise. >> a man accused of create ag i scheme is still in jail this morning. he and five other official diagnosis not make bail. two did. all eight were shackled when they appeared in court for a bail hearing. they are accused of stealing $5.5 million from the blue collar city of bell. all eight will be arraigned on october 21st. >> now to news on decision 2010. jerry brown has a slim lead over meg whitman in the governor's race. the survey poll shows a three-point lead, inside the margin of error. it could be a dead heat. however it shows a dramatic 10-point swing over the past few

good morning, folks. good news if you are heading on 680 southbound. a live look at the approach to the express lane. a lighter volume and that's keeping things moving nicely. it's thursday. we tend to see a lighter volume. the back up here is not going to start until about 7:00 or 7:30. usually the approach this week has seen the slow down approaching the beginning and the signs of the pricing information. livermore and a lot of folks are going to head over towards 84. they are showing a lighter flow here and typical for a thursday. the same pattern as the rest of the week. here as well as highway 4. especially from a street where we see speeds dip down below 20 as we are right now. there is a typical pattern and no major issues.

livermore. our forecast today calls for calmer winds. it's breezy over the last couple of days. the highest wins we are seeing is a southwesterly wind at 13 miles per hour. not a lot of cloud and low cloud cover. the sunshine will start to warm us up. the forecast highs will make it into the 80s. upper 60s for the city and for the coastline. friday is when we start to see the heat really picking up. air quality looks great. not a lot of cloud cover at all. as we look at the seven-day forecast, the highs reaching the triple-digits sunday into monday in localized areas. we have outdoor plans, make sure it includes water. >> sunscreen too. we will look at changes with the new health care bill and what it's bringing about. a live report from washington is coming up. >> jaycee dugard may not have to testify in a hearing for phillip

to come and help direct traffic around downtown. there is limited access. around 11:15 and the city manager told me an outside contractor was working on a paving project and hit a pg&e gas line with a back hoe. you can actually hear the hissing sound overnight. initial reports were that this was a six-inch gas line. neighbors in about a dozen homes were asked to leave because no one knew how bad it might get. >> when the call came in, it would have been a typical response. the fact that everybody is station around to make sure that nothing goes wrong is probably due to the heightened sensitivity due to what happened in the city of san bruno. >> it turns out this was only a two-inch gas line. people were allowed to go back home quickly. no injuries and no explosions.

things not quite back to normal though. we are hearing that businesses down on mo raga way may not have gas if they rely on that. that's the next issue that pg&e is working on. they are trying to make sure that traffic is directed properly around everything going on. they are waiting for the flaggers to come down. christie smith, today in the bay. >> given current conditions. >> jaycee dugard and her two daughters may not have to take the stand against phillip and nancy garrido. they are charged with kidnapping jaycee and holder her captive for 18 years. they are speeding up the trial by using a grand jury to indied them. the grand jury charges would allow them to bypass a hearing. they could go directly to trial and dugard would not have to take the stand. it cost taxpayers $144,000 to

try a bart police officer, mehserle for the shooting of oscar grant. the trial was moved to los angeles after mehserle won a change of venue motion. he was convicted of involuntary manslaughter on july 8th. the cost it county $25,000 for airfare and $55,000 for lodging. he is scheduled to be sentenced in november. >> the benefit of mammograms for women may not be as effective as people thought. a new study out of norway shows women in their 50s and 60s who got mammograms every other year and reduced the risk of dying by 10%. that is a lot less than a u.s. task force estimated. they thought it would be reduced 15 to 23%. it's the same 1 that released a study last year suggesting women may not need to begin screening until the age of 50. there may be a better way to detect breast cancer.

the food and drug administration said a 3d system is developed creating a 3d and 2 d image, but women will have to undergo a higher dose of radiation to get the images. a panel will review the device tomorrow. if it passes, the the fda decides whether to approve the system. a plan to ride your bike, obey the rules of the road. berkeley police will zero in on enforcement. the goal is to reduce the number of bicycle crashes in the city. >> 6:35 and we want to check in with mike inouye. the city streets of orinda because of the gas leak. >> exactly. as you are coming into downtown, this might affect your drive through the area. you are reading to mo raga way. that's because those were the two roads affected.

a live look outside. san francisco and 68 degrees. cooler there. oakland a bit warmer at 80 degrees. the full forecast coming up. >> major health care changes go into effect starting today. president obama is still selling the plan to the public and republicans are pledging to get rid of it. today in the bay, tracie potts has a look at the new rules that start today. trace he? >> good morning, everyone. here's what you need to know. there no more lifetime limits on health insurance coverage. that's a big deal for people who have expensive coverage like cancer patient who is run out of benefits. another big one, if you are 26 years old or younger, you can remain on or get back on your parents's health insurance. there is a catch with that.

if you are eligible for group insurance, say you are working, for example, some companies will not be required to offer you the opportunity to get back on your parents's insurance. you need to check on that one. young people, children who are under 19 can no longer be denied coverage because they have a preexisting condition. things like mammograms and check ups, colonoscopies must be covered. president obama said he is still educating the public about this. he could have done a better job he admits and he is back on the road trying to let people know what the benefits are. one of the criticisms is republicans say your costs are going to be higher. if insurance companies are required to cover all of these benefits, they will pass the costs on to you. republicans want to repeal the entire package and start all over again. that's one thing they will announce later today when they

announce the pledge to america. a series of steps that they say they will take if they win the majority back in congress. another thing they are looking forward to doing, according to the party, tax cuts for everyone. not just the middle class, but the wealthy too. i'm tracie potts, today in the bay. >> thanks for the update. >> we want to get you updated when it comes to the morning commute. back ups on the bay bridge? >> we know it's there at the toll plaza. there is good slowing around the bend. east shore freeway, we are looking at 55 miles per hour on average. a live look out with our cameraman who is at street level and all the folks coming westbound or south. westbound towards the toll plaza. that's the reason why the back ups are starting to build out of

berkeley and emeryville. the travel time will increase over the next half hour. so noel grade as well. towards the new express lane and moving smoothly at the camera. we do see slowing down towards the express lane. we have speeds in the 50s. there is a build up, just not as significant. south bay with a look at the maps. northbound 87 and the volume starting to increase as is typical. righter for left-side and 87. 101 in your future forecast. >> that's right. just when we hit fall, things are warming up. temperatures mainly in the 50s now. 56 degrees in concord and 54 n livermore. right at 57 degrees in redwood city and 55 in san francisco. at noon, we are going to see things really getting warmer, especially inland. we will see the temperatures

getting the mid 70s in livermore and 72 in redwood city and 67 degrees in san francisco. winds pick up this afternoon, but would not be as strong as they have been. for the weekend, that's when we will see the summer-like weather returning. that's a look at the seven-day forecast. 87 for friday and looks like the warmest day will ob monday with the temperatures reaching 97. we could see temperatures in the triple-digits in areas. >> getting hot, thanks a lot. a meeting could decide if pg&e will be allowed to pass the cost of the pipeline disaster on to customers. state regulators are in san francisco today looking at the possibility of allowing pg&e to implement rate hikes. the clean up is beginning at the blast site. live in san bruno with the concerns that people have about what crews are going to find in

the debris. >> reporter: you can imagine the kinds of hazardous material to be on site here in the neighborhood that was levelled in the explosion two weeks ago. people had cans full of paint. there were car batteries and it's possible that there was asbestos on the scene from the older homes. in about an hour, workers will be firing up the back hoe and they will begin dem ligof what's left of the homes and start hauling the debris off to a landfill. there is a sense of urgence to get it done sooner rather than later. one for the people who live here to get their land back. also because we are coming up on the rainy season. authorities don't want it to wash toxic chemicals from the site down into the bay. also the issue of what will be thrown up into the air when the back hoes rumble through the neighborhood. earlier workers were out here spraying down the neighborhood with water to try to help settle any dust that could be kicked

up. the county estimates it will take to four weeks to finish. the priority will be removing a lot of burned up cars that are sitting curbside in the street. they want to remove those so there is more room for the heavy clean up equipment. the county did hire the state department of resources to manage all of this. 37 homes were destroyed, but not all the homeowners are obligate to sign up. they can have it done on their own. our understanding is most everyone did opt in for the massive clean up being put together by the county. the homeowner's insurance will be required to reimburse the effort. live in san bruno, today in the bay. >> thanks for the update. a major recall to tell you about. it affects everybody who has or knows a baby. about five million containers of similac powder baby formula are being recalled after the company found beatles and larva in the
